The NTXEC serves as a neutral education policy resource for decision-makers, sharing best practices and analyzing the impact of proposed legislation and new programs on public schools and their students. Together, we drive transformational policy change for all our students.
Our Team

Danny Stockton
Executive Director & Founder
Danny Stockton is a Texas education policy leader who works with both state and local stakeholders on issues affecting public school governance and operations. He has more than a decade of experience working with the Texas Legislature and public schools to improve education policy and advise on its implementation.
In 2025, Danny founded the North Texas Education Coalition to help public school systems collectively understand and influence the policy environment to improve student educational experiences. His work focuses on helping district leaders navigate complex policy issues, identify strategic implications, and collaborate with other North Texas districts responding to an evolving education policy landscape.
Prior to founding NTXEC, Danny served as Chief of Staff in Plano ISD, where he led legislative strategy and supported the execution of large, cross-functional initiatives. He previously served as General Counsel in Frisco ISD, overseeing legal affairs while managing the district’s legislative agenda. He began his career in public service as a legislative aide in the Texas Senate.
A native of North Texas, Danny holds a Bachelor of Arts in political science from Baylor University, a Master of Business Administration from the University of North Texas, and a Juris Doctor from Duke University School of Law.
Danny advises school system leaders on effective legislative engagement, with particular focus on school finance, governance authority, and the long-term sustainability of public education.

Katy Stockton
Operations Coordinator
With a Bachelor of Science in elementary education from Baylor University, Katy brings a diverse background spanning education, operations, and community development. She began her career as a Second Grade Teacher with Frisco ISD, where she developed a passion for fostering growth and building supportive environments.
At Frisco ISD, Katy also served as a Library Procurement Specialist, managing library budgets across all secondary campuses and overseeing the Library and Media Services department's social media.
She then joined Baylor University as an Assistant Residence Hall Director, overseeing daily operations for the campus' largest first-year female hall and co-leading a team of more than 35 staff members.
Katy's career reflects a consistent commitment to community, organization, and connecting people with the resources they need to thrive. She now brings that dedication to her role as Operations Coordinator for the North Texas Education Coalition, where she continues to support educational communities across the region.
